HMS Oracle at the North Pole
In 1971, it was deemed good publicity for Britain's first nuclear submarine HMS Dreadnought, to circumnavigate the Polar Ice Cap submerged (If poking your fin thru' the icecap for comms doesn't count as surfacing). The boat had had bad press concerning her visits to dry docks for various repairs, including investigation of hairline cracks in the hull. With her problems behind her, the trip went ahead with HMS Oracle accompanying as communications backup, amongst other things.
